REQUEST FOR QUALIFICATION (RFQ) FOR THE DEVELOPMENT OF AEROTROPOLIS IN ABUJA
- INTRODUCTION
The Federal Government of Nigeria (FGN), through the Federal Ministry of Aviation (the “Ministry”) is desirous of developing an Aerotropolis as a priority project for renaissance of the aviation sector through Public Private Partnership (PPP). The FGN invites interested firms and/or consortium of firms to participate in the qualification process for the selection of a Private Partner through a Competitive Bidding (CB) process for the development of the Aerotropolis in Abuja airport.
The selected Private Partner shall undertake the Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) of the Aerotropolis, based on terms and conditions to be set out in the Concession Agreement. The overall objective of the selection process will be the successful procurement of a concessionairewith technical and financial capability to Design, Build, Finance, Operate, Maintain and Transfer (DBFOMT) the facility within the concession period for the optimal benefit of the country.
- PROJECT OBJECTIVE
The Ministry is desirous of developing an Aerotropolis (“Airport City” or the “Project”) in Nigeria to enhance commercial activities, within and around the selected airport. The Project shall stimulate the much-needed competitiveness through better air connectivity, improved multimodal airport surface transportation access, and coordinated aviation-linked commercial development, complemented with good urban planning. The Aerotropolis concept seeks to key into the robust growth of Nigeria’s international air travel and cargo market, by transforming the selected international airport into a regional hub of bustling commercial and industrial activity, by aggregating aviation facilities, services and other resources within the location, such that the ecosystem leverages on economies of scale and scope, through which other positive externalities can be harnessed for maximum economic benefit.
The Federal Government of Nigeria, through the Federal Ministry of Aviation has designated 3,500 hectares of land adjoining the Nnamdi Azikiwe International Airport, Abuja for the proposed Aerotropolis.

- REQUEST FOR QUALIFICATION (RFQ)
This RFQ is the qualification stage of the procurement process for the project and interested firms/consortia are expected to meet the qualification requirements specified in the RFQ package. Only qualified parties shall be invited to the Request for Proposal (RFP) stage. Qualified parties shal execute a Non-disclosure Agreement prior to being issued the RFP bidding documents.
- ELIGIBILITY CRITERIA
Prequalification of interested parties shall be based on the eligibility criteria stated in the RFQ package, which shall be available for download from the website: www.nigerianaviationpppprojects.com

5.SUBMISSION OF APPLICATION
To participate in the qualification process, interested firms and consortia should submit, one (1) original and five (5) printed and bound copies, as well as a soft copy (in a USB drive) in a sealed package, clearly marked
“APPLICATION FOR QUALIFICATION FOR THE CONCESSION OF AEROTROPOLIS”
The firm’s name should be clearly printed on the reverse side of the envelop and addressed to: The Permanent Secretary, Federal Ministry of Aviation Federal Secretariat Complex, Phase 1, Shehu Shagari Way Abuja, Abuja FCT.
ATTENTION: The Director – Planning, Research and Statistics. Room 113, First Floor.
The application should contain the following information:
- Evidence of firm or consortium. registration including Certificate ofIncorporation or equivalent registration documents and;
2. Evidence of Tax Clearance Certificate forlast 3 years (2019-2021);
- Profile of the firm/consortium including organizational structure, staff strength, clientele, contact details (phone number, email, contact person);
4. 3-Years audited account for the year (2019-2021);
- Evidence of experience in financing, operating and managing similar facility under PPP arrangement; and
- Any other relevant information that would enhance the chances of firm or consortium’s qualification.
The sealed envelope should be registered at the office of the Director Planning, Research and Statistics, Room 113, FirstFloor, and delivered in a tamper proof package not later than 3pm on Monday, 1st August 2022.
6.IMPORTANT NOTICE
- Only shortlisted applicants will be contacted.
- Submission of RFQ through email or faxwill not be entertained.
iii. This notice shall not be construed to be a commitment on the part of Federal Ministry of Aviation to award any form of contract to any respondent(s) nor shall it entitle any organization submitting document to claim any indemnity from the Ministry.
