INVITATION FOR PRE-QUALIFICATION/REQUEST FOR EXPRESSION OF INTEREST By ETI-OSA EAST LOCAL COUNCIL DEVELOPMENT AREA FOR SHOPPING MALLS AND ROADS
(1.0) INTRODUCTION
Eti-Osa East Local Council Development Area in pursuance of its mandate and THEMES Agenda – the six pillar Development plan of Lagos State government, also in compliance with the Lagos State public- procurement Law; 202l as amended and in tandem with 2025 capital budgetary provision of the Local Government.
Eti-Osa East Local Council Development, Area hereby invites expression of interest from prospective contractors in the bidding process and Contract awards for the underlisted projects.
(2.0) PROJECTS FOR EXECUTION:

Construction of Kola Peregrino Street with interlocking paving stones and provision of both sides’ drainages at Ajah in Eti-Osa East LCDA. |

Construction of Jato Street with interlocking paving stones and provision of both side drainages at Badore, Ajah in Eti-Osa East LCDA. |

Construction of Okun Mopo road with interlocking paving stones: in Eti-Osa East LCDA. |

Construction of Okun Ajah road phase II, with interlocking paving stones in Eti-Osa East LCDA. |

Construction of Shopping Complex at Idowu Martins Street. Victoria Island, Lagos State. |

Construction of Shopping Complex at Akin Olugbade Street, Victoria Island Lagos State. |

Renovation of Plot 106 A LSDPC building Ogba Agege, Lagos State. |
(3) ELIGIBILITY REQUIREMENTS
Interested bidders are expected to submit the followings:
(1) Evidence of incorporation and registration with the Corporate Affairs Commission (CAC)
(2) Tax Clearance certificate for the last three years (2022 – 2024)
(3) Evidence of registration with PPA.
(4) Evidence of Financial capability (Ref. Letter from the company’s bank)
(5) Evidence of Technical experience and proof of similar job done for the last five years (letters of award and job completion certificate of the previous similar projects).
(6) Company’s profile and list of key officers and directors with their qualifications.
(7) Evidence of availability of adequate and right equipment for the job.
(8) Submission of Bid Security from reputable bank or insurance company
(4.0) COLLECTION OF BID DOCUMENTS
The Tender Documents are to be collected from the Procurement office after the publication on payment of non-refundable processing/tender fee of N50,000.00 with photocopy of the receipt used for the collection of Tender Documents.
(5.0) SUBMISSION OF BID DOCUMENT
Interested bidders should submit two (2) copies of sealed envelope (one marked ORIGINAL and the other marked DUPLICATE”) with the Lot Number and names of Project written in capital letters at the top left corner of the envelope addressed to:

Lagos State.
(6.0) CLOSING AND OPENING
The completed documents should be submitted by hand into the Tender Box at the office of Procurement, Eti-Osa East LCDA, Km 52, Lekki- Epe Express Way, Sangotedo between the hour of 9:00am, to 3:00pm at exactly two weeks from the date of publication or advertisement.
Submission closes at exactly 12:00am on or before Friday 27 December, 2024 while opening of Tender Documents followed immediately in the council secretariat.
The Bidders or their representatives are advised to be present at the council secretariat on the opening date and at the address stated above, late submission of tenders will not be condoned.
PLEASE NOTE
(1) The Local Government is not bound to shortlist any bidder and reserves the right to reject any or all the documents submitted if found to be fake/ingene/incomplete.
(2) Only qualified contractors will be contacted to submit Advance Payment Guarantee (APG) for the projects.
(3) The Local Council will not be responsible for any cost or expenses incurred by any interested party(ies) in connection with site inspection or responses to this invitation.
Interested Bidder may obtain further information from the office of the Council Manager during office hours of 9:00am to 4:00pm daily.
