REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR THE CONSTRUCTION OF A 7-STOREY OFFICE BUILDING COMPLEX FOR A CLIENT IN ABUJA

On behalf of a leading investment institution (the “Client”), NECL invites eligible and reputable firms to express interest in the Construction of a 7-Storey Office Building Complex in Abuja, Nigeria.

The client is an investment organisation with a substantial multi-billion-dollar diversified global portfolio, spanning various markets around the globe and a strong commitment to institutional-grade governance, sustainable development, operational excellence, and delivery of high-quality commercial infrastructure assets.

The client’s identity will remain confidential during this preliminary stage of the procurement process. Further project information, including architectural and structural designs, will be made available to shortlisted firms at the Invitation to Tender (ITT) stage, subject to execution of appropriate confidentiality undertakings.

Note: The Architectural and structural designs have been completed and will be provided at the next stage.

(1)     Scope of Works

  • The proposed office development sits on a total land size of 6117.270 sqm consisting of the following:
  • Main Building with a basement for parking and buried services, Ground floor with 5 suspended floors with central atrium and roof terrace
  • Gatehouse and Services buildings
  • External works with hard & soft landscaping with fountains, fence works, etc.
  • Review, validation, and optimization of existing designs
  • Structural, civil, mechanical, electrical, and plumbing works
  • Interior fit-out and finishing
  • Installation of building management systems and ICT infrastructure
  • HSSE compliance throughout execution
  • Testing, commissioning, and handover

(2)     Eligibility Requirements

Interested firms must demonstrate:

  • Proven experience as main contractor on comparable multi-Storey or complex building projects
  • Strong financial capacity and relevant statutory/regulatory compliance Availability of qualified technical resources and equipment
  • Detailed scope of work and full eligibility requirements are available at: www.necl.ng
  • All due diligence and eligibility reviews will be conducted by the client or its appointed procurement adviser. Shortlisted firms may be required to submit additional information and undergo further technical, financial, compliance, and reputational due diligence checks.

(3)     Submission Guidelines

  • Interested firms should submit their Expressions of Interest as a PDF document via email to procurement@necl.ng.
  • The subject line should be clearly marked: “EXPRESSION OF INTEREST FOR CONSTRUCTION-HEAD OFFICE PROJECT”.
  • Reference Number: NECL/PU/REOI/CW/HO/2026/001
  • The submission deadline is 11:59 p.m. (West Africa Time – WAT), on Friday, 24 July, 2026. Late submissions will not be accepted.
  • All clarification requests must be submitted to the above email address on or before Friday, 10 July, 2026.
  • All submissions must be accompanied by the eligibility documents listed in the eligibility requirements on the NECL website and any additional forms or declarations required by the client or its appointed procurement adviser.
  • Firms are advised not to include any commercially sensitive assumptions outside the required submission documents unless specifically requested.

(4)     Important Notice

  • Only shortlisted firms will be invited to participate in the next stage of the procurement process.
  • The client reserves the right to verify all information provided and to reject submissions at any stage if false, inaccurate, incomplete, or misleading information is detected.
