A previously derelict piece of land on the outskirts of Blackburn town centre is set to be transformed into a state-of-the-art Islamic religious education and worship centre for approximately 7,500 members of the Muslim community. Blackburn with Darwen Council’s planning committee has granted permission for the Bayt Muhammad Academy’s ambitious project, marking a turning point for the vacant land described as a ‘dumping ground.’

The proposed two-storey seminary and prayer hall will specifically cater to followers of the Shafi’i Madhab within the Muslim community. Situated on the corner of Eleanor Street and Higher Audley Street, the development has received approval with 26 conditions, reflecting a commitment to quality and adherence to regulations.

Notably, this initiative represents the first dedicated institution in the borough serving the 7,500-strong Shafi’i Madhab community. The Planning Committee, chaired by Dave Smith, expressed enthusiasm for the redevelopment, emphasizing the positive impact of reclaiming a derelict space.

The approved scheme encompasses the construction of a modern two-storey religious education seminary designed to accommodate up to 150 students and 11 staff members. Access improvements include a new ramped entry point from Eleanor Street and an undercroft parking area, enhancing the overall functionality of the facility.

To further support the project’s integration into the community, the committee has stipulated 26 conditions, ensuring compliance with various aspects of development. Additionally, a £40,000 contribution has been earmarked for the establishment of a new pedestrian/cycle crossing across Higher Audley Street, enhancing accessibility and safety in the vicinity.
