EXPRESSION OF INTEREST (EOI) FOR THE MANAGEMENT OF HOTEL IN ABUJA

A) INTRODUCTION

Fasel Services Limited are The owners of a Hotel which is uniquely located in the heart of Abuja city a walking distance from the Abuja International Conference Centre, Abuja Cultural Centre, Area 10 commercial centre and about 17 Kilometers from Nnamdi Azikiwe International Airport. The hotel was commissioned in May 1986 and offer various services such as club, restaurant bar and coffee, conference facilities, gym, meeting room, swimming pool etc. The hotel has 156 guest rooms and conference halls of different capacities (1-1000 and above). Presently, the owners of the Hotel require the upgrade of the hotel.

Fasel Services Limited hereby invites reputable and Professional Hoteliers to submit Expression of Interest (EOI) documents for the upgrade and Management of the Hotel.

(B) SCOPE OF WORKS/SERVICES

The scope of works/services shall include but not limited to the following;

(1) To refurbish the entire structure, upgrade the facilities and maximize the potential of the Hotel.

(2) To invest in the development of the existing Hotel infrastructure to meet international standards and reposition the Hotel to a Five-Star standard.

(3) To invest in promoting the business, marketing, commercialization and elevating the hotel to lead in the hospitality industry in an expedited manner.

(4) To offer high level hospitality management solutions including building and maintaining regular clientele base by providing premium food and beverage service, culinary delights and state of the art accommodation services.

(5) To oversee the organizational restructuring of the hotel such as recruiting, training and supervision of staff and rebranding the Hotel to create value for all stakeholders.

(6) To upgrade and maintain operational enhancement of the statistical and financial records of the Hotel.

(7) To provide effective management in the assets of the hotel and present audited accounts at the end of every quarter/ year for transparency and reconciliation of accounts.

(8) To ensure the completion and the actualization of a successful hospitality project within the stipulated time.

(C) ELIGIBILITY CRITERIA

Interested companies should submit bound bid documents duly signed, paginated, separated by dividers and arranged in the order outlined hereunder

EXPRESSION OF INTEREST REQUIREMENTS

(1) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including forms CAC2 and CAC7.

(2) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2019, 2020 & 2021) valid till 31st December, 2022.

(3) Evidence of Company Audited Accounts for the last three (3) years (2019, 2020 & 2021) duly signed by ANAN/ICAN licensed Auditors.

(4) Evidence of Current pension Clearance Certificate from National Pension Commission (PENCOM) valid till 31st December, 2022.

(5) Evidence of Current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2022.

(6) Evidence of Current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2022.

(7) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service providers by submission of Interim Registration Report expiring on 1/1/2023 or valid Certificate Issued by RPP.

(8) Sworn affidavit disclosing that bidders do not have any Directors who has been convicted in any Country for any criminal offense relating to fraud or financial Impropriety or criminal misrepresentation or falsification of facts relating to any matter.

(9) Sworn affidavit disclosing whether or not any officer of the relevant committees of FASEL SERVICES LIMITED or Bureau of Public Procurement (BPP) is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.

(10) All documents for submission must be I transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), contact address, telephone (preferably GSM No.) fax and email address. The letter Head Paper must bear the name and Nationalities of the Directors of the Company/Firm at the bottom of the page.

(11) Evidence of financial capability to execute the project by submission of reference letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.

(12) Company profile to include names, qualifications (copies of relevant academic and professional qualifications of such personnel must be attached) and experience of key personnel in the Hospitality Business.

(13) Verifiable documentary evidence such as brochures of at least three (3) similar hospitality projects in the last ten (10) years including Letter of Awards, Contract Agreements and Job Completion Certificates.

(14) For Joint Venture (JV)/Partnership, Memorandum of Understanding (MoU) should be provided.

(D) SUBMISSION OF EXPRESSION OF INTEREST (EOI) DOCUMENTS

Prospective bidders are to submit original copy and 5 (five) hard copies of EOI documents in a sealed envelope addressed to “The Company Secretary, Fasel Services Limited, Moshood Abiola Way, Abuja” and Clearly Marked “Expression Of Interest (EOI) For The Upgrade And Management Of Fasel Services Limited and at the top right hand corner should be the address of the Interested bidder not later than two weeks from the date of this publication. (29 MARCH 2022)

Only pre-qualified bidders will be contacted to carry out due diligence on the hotel before submitting their bids. On receipt of bids from the qualified bidden, only those bidders who are adjudged qualified from the evaluation of the technical and financial proposals will be invited.

(E) GENERAL INFORMATION

(1) Bids must be in English Language and signed by an official authorized by the bidder.

(2) Late submission will not be entertained.

(3) Short listed firms will be invited at a later date for collection of Request for Proposal.

(4) All costs incurred as a result of this tender Invitation and any subsequent request for Information shall be borne by the bidding companies and only shortlisted companies will be contacted.

(5) The Management of Fasel Services Limited is not bound to pre-qualify any bidder and reserves the right to cancel the Procurement proceedings in the public Interest without incurring any liabilities to the bidders in accordance with the provision of Section 28 of the Public Procurement Act 2007.
